Dr. Michael Gurstein prepared this paper as an introduction to the NICSN Research Consortium (NICSN: RC).

Objectives: The objectives of NICSN: RC would be:

  1. to undertake an impact (and the associated outcome and output) assessment of the introduction and use of satellite enabled broadband Internet service in remote and rural aboriginal communities in the northern regions of Manitoba, Ontario, and Quebec in conjunction with the Northern Indigenous Community Satellite Network (NICSN).
  2. to develop research (data collection, data and information management, and policy and research analysis) capability within the NICSN partner organizations and through them in the participating northern communities in conjunction with the activities of this project
  3. to extend [1] and develop a data and information base and the methodology and structures for continuing maintenance and updating of current and emerging socio-demographic characteristics and trends, and activities and services linked to NICSN and other sources of change in the North
  4. to facilitate the creation of, and participate in a global network of indigenous and aboriginal peoples research, research organizations and agencies with an interest in the long-term impact of satellite, broadband and other information and communications technologies as facilitating the appropriation of the Knowledge Society by aboriginal and indigenous peoples.
