Depending on your setup, you might want to certain staff to have site-wide privileges, but this is usually not done for student roles. Maybe you're thinking of front-page roles?

Unfortunately, the Moodle roles-permissions stuff in Moodle 2.0 seem just as unwieldy as 1.9.
