First Nations Public Safety Providers and Spectrum

A few thoughts to stimulate discussion:

What kind of presence do Aboriginal police and emergency services (First Responders) have on the First Mile?

In Canada, several national public safety interest groups are taking action to acquire special nationwide allocations from our upcoming 700 Mhz auction.  http://www.citig.ca/action700.aspx  

I'm curious to know... to what extent Aboriginal first responders and public safety groups (like NAPS in Northern Ontario, for example) have representation among these national public safety interest groups, and to what extent an initiative like the public safety rally for 700Mhz has implications for the First Mile...
