Hi Drew,

This feature is part of the FN course format.  To activate, click on the Course Settings link, scroll to the bottom of the page and select a section  for the "Expanded Forums", like this: http://screencast.com/t/7ppQSosaK

Any forums in the selected section will appear expanded.
