Here is a post that just came out of BC Social Enterprise Centre's the Timely Topics website.
It is a 2008 doc from the NW of the US that envisions being "carbon free" by 2025 -complete with 10 point plan. http://www.cleanedge.com/reports/pdf/CarbonFreeProsperity2025.pdf

I'm not sure how relevent this is to Northern Ontario but there may be pieces in the approach that we can learn from.
